Charter Boards and Commissions

The City of Edgewater has several volunteer Boards and Commissions that provide a very valuable service to the City. The City knows that without these volunteers, these functions would be an impossible task for the Council and staff. Listed below is information on all of the Boards and Commissions that Edgewater currently has. If you are interested in serving on any of these Boards or Commissions, please obtain an application from the City Clerk's office at 2401 Sheridan Blvd. All openings are posted in the required posting places of the City.

The City Council establishes boards and commissions by ordinance.  The ordinance establishing any board or commission prescribes its powers and duties; specifies its duty to report to the City Council or City Manager as appropriate, and identifies the department head who will act as the board or commission's liaison. All boards and commissions have powers and duties that are advisory only, except as otherwise provided by law.  Except as otherwise required by the City Charter, all board and commission members are appointed by the Mayor.  Qualifications are as follows:

• Registered elector.
• Resident of the City for at least one (1) year immediately preceding the date of appointment.
• Not an elected official, officer, or employee, board or commission member, or member of the Fire Department.
• No conviction for embezzlement, bribery, solicitation of bribery, perjury, subornation of perjury, or any offense involving fraud.

Election Commission

Length of Term: Four (4) Years

Number of Members: Two (2) plus the City Clerk

Meetings: After every election for canvas of the votes.

The election commission shall have charge of all activities and duties required of it by the Charter, the Municipal Election Code and by ordinances relating to the conduct of City elections.  In any case where election procedure is in doubt, the election commission shall prescribe the procedures to be followed.

The election commission shall have the power to adopt reasonable rules and regulations.  Such rules and regulations shall not be inconsistent with the Constitution, the Charter, the Colorado Municipal Election Code, and the ordinances of the City.

The election commission shall meet within three (3) days after every election and canvass the returns thereof, and forthwith issue a certificate of election to the persons entitled thereto.

Planning and Zoning Commission

Length of Term: Five (5) Years

Number of Members: Five (5) - One (1) Vacancy

Meetings: 2nd Wednesday of Every Month

The Commission prepares and adopts, and may amend from time to time, the Master Plan for the physical development of the City.  The Commission holds the initial hearings relative to proposed subdivision plats, proposed rezoning, and proposed changes in the zoning ordinance, and makes recommendations thereon to the Council.

Board of Adjustment and Appeals Board

Length of Term: Three (3) Years

Number of Members: Five (5) and One (1) Alternate - One (1) Regular and One (1) Alternate Vacancy

Meetings: As Posted

The Board of Adjustment and Appeals has the power to make exceptions to the terms of the zoning regulations in harmony with their general purpose and intent to authorize variances from the strict application of the zoning regulations in such situations, subject to such limitations as may be set by ordinance.

Parks and Recreation Board

Length of Term: Three (3) Years

Number of Members: Five (5)

Meetings: 2nd and 4th Monday

The functions of the Board are to prepare and submit from time to time as requested by the Mayor, a proposed master plan for the development and maintenance of a modern park system; to cooperate, as requested by the Mayor, in preparing the portions of the proposed City budget pertaining to parks and recreation; and to make, as requested by the Mayor, recommendations for the establishment and conduct of recreational programs for the City.

Tree Commission

This commission serves in an advisory capacity to the City Council.  The members of the Park and Recreation Advisory Board serve as members of the Tree Commission.  They study, investigate, develop, and update a written plan for the care, preservation, pruning, planting, replanting, removal, or disposition of City trees.

Historic, Arts and Landmark Preservation Commission

Length of Term: Four (4) or Five (5) Years

Number of Members: Five (5) - Three (3) Vacancies

Meetings: 1^st and 3^rd Monday

Two (2) of the members shall serve terms of five (5) years and three (3) members shall serve terms of four (4) years.  The Commission makes recommendations to the City Council on:

• Methods and procedures to preserve, enhance, protect and display items of historic, artistic and cultural value, such as pictures, albums, trophies and memorabilia.
• Methods and procedures to encourage and assist with the establishment of educational and cultural programs, tours and events of historic, artistic or cultural value.
• Maintenance and preservation of buildings, improvements, structures and facilities within the City as museums.
• Designation of historic landmarks in the City.

Public Safety Advisory Board

Length of Term: Two (2) Years

Number of Members: Five (5) - Five (5) Vacancies

Meetings: Not Determined

In appointment Board members, the Mayor shall give consideration to the following, with a view towards enhancing diversity of viewpoints on the Board and providing, insofar as practicable, an appropriate representation of the demographic, social and cultural diversity of the community:

• Interest or expertise in law enforcement issues.
• Interest or expertise in firefighting issues.
• Involvement in civic or business activities in the City.
• Demographic factors such as age, ethnicity and gender.
• The Board may review a complaint filed by a member of the public served by the Police Department or Fire Department.  Upon request of the Mayor, the Board shall:

• Review, evaluate and recommend changes to the policies, practices, rules and procedures of the Police Department and Fire Department.
• Make recommendations for the implementation of programs to promote positive community relations with the Police Department and Fire Department.
• Make recommendations concerning suggestions directed at the Mayor by citizens of the City concerning the Police Department or Fire Department.

Charter Review and Compliance Commission

Length of Term: 3 Years

Number of Members: Five (5) and One (1) Alternate - One (1) Regular and One (1) Alternate Vacancy

Meetings:  Tuesdays as Needed

• The Commission has the power to hear all complaints alleging non-compliance with the Charter, including allegations of willful Charter violations, subject to limitations and requirements as established by ordinance.  Any complaints involving the Commission or members thereof are heard by the City Council in the manner provided in Section 7.5(2) of the Charter.
• The Commission forwards any findings of willful Charter violations to the City Attorney for possible prosecution in the City's Municipal Court pursuant to Section 19.8 of the Charter.
• The Commission reviews the Charter at least once every six (6) years after adoption, and at least once every six (6) years thereafter, for possible amendment. In addition, in the form of advisory resolutions, the Commission presents its findings to the Council regarding complaints of Charter non-compliance.  Therein the Commission might provide suggestions for possible clarification or revision of the Charter to address ambiguities or inconsistencies that it has identified.

Special Boards, Commissions, and Foundations

Edgewater Redevelopment Authority
(A separate legal entity.)

Number of Members: Seven (7)

Meetings: 4^th Tuesday of the month and/or as posted.

The Edgewater Redevelopment Authority exercises powers enumerated in Colorado Revised Statutes §31-25-101 et seq.  Specifically, the Authority is responsible for curing blight conditions in the City of Edgewater pursuant to the Authority's adopted Urban Renewal Plan.

VOLUNTEER IN YOUR COMMUNITY

All Boards and Commissions are appointed by the Mayor and ratified by City Council. All meetings that are held by all of the Boards and Commissions are considered to be open to the public and are posted in advance (24 hours or more) at the designated City posting places
